Central database for globally relevant legal texts
The internationalization of automobile production is one of the main strategies of all automobile manufacturers worldwide. Accordingly, different legal requirements have to be taken into account when manufacturing vehicles in different countries. Whether an existing or future law has to be observed in the development of components or processes varies depending on country, vehicle type and time.
Challenge
Information on the various challenges is provided by a central database of globally relevant legal texts, which contains all regulations and framework conditions, as well as brand-specific information and translations. It is intended to help make car manufacturers aware of criminal consequences or triggers for recalls. The database contains specific information on vehicle technology, emissions, material bans and recycling requirements. The aim of the system is a uniform interpretation of the law, a short-term availability of relevant information and cost savings through cross-brand and cross-regional cooperation.

Methods
In an agile process, iterative loops were used to analyse customer requirements across departments – from users, via UX/UI to development – and to incorporate requirements for the software. BREDEX consultants took on the role of mediators and moderators. The project-specific life cycle of requirements in the project is illustrated in the following illustration in a reduced form.
In order to digitize the import of new regulations into the database, the stakeholders – the roles involved and their professional responsibilities – were identified using the UML activity diagram. Based on the collected information, prototypical wireframes were designed for the design of the user interface (low fidelity). Based on the designs, the customer’s requirements were refined and further developed on the basis of quality standards for importing regulations into a prototype, which the customer accepted as an interactive solution.
In the course of the agile, iterative requirements process, implicit, subconscious wishes of the customer were clearly identified and immediately fed into the development process of the database. This means that after each development step, the customer was able to pick up a useful piece of the puzzle. In parallel, so-called “user stories”, which document every step of the requirement and development, became comprehensible “knowledge stores” in the consultation process, which also made every single project step planable and thus calculable for the customer.
In addition to the development of the import process, the requirements management team offered support during a kick-off workshop on role allocation, communication and project organization as well as prioritization in terms of a Minimum Viable Product (MVP), a “minimum viable product”.
The final web application was developed on the basis of the “React” JavaScript framework. In addition, TypeScript, Spring-Boot, MySQL and MongoDB were used as technologies.
